When you first download the game you find you have a task to do, which is to build a 3 space long road. Then the game shows you how to build it, by clicking on a button that has a spanner image that's in the bottom-middle. You can also check on your city's experience, employment rates, fire risks, crime rates etc. by using the book button that's also in the bottom-middle.
